EU Sets Stage for AI-Driven Scientific Research with RAISE Virtual Institute

Europe has taken a bold step forward in AI-driven scientific research. At the Copenhagen summit, the EU has launched RAISE – the Resource for Artificial Intelligence Science in Europe. It is a virtual institute designed to unify Europe’s AI resources and talent. The new initiative is part of the overall AI in Science Strategy and aims to foster cutting-edge innovations across the continent.
Major Reforms Shape the RAISE Initiative
Not only does RAISE bring together scientists and startups, but it also connects infrastructure with vital research funding. As a result, European researchers can now quickly access essential AI Gigafactories and data. At the same time, startups get a boost through new funding opportunities. Clearly, RAISE pools together the skills and investments needed to accelerate scientific breakthroughs.
Through RAISE, the Commission plans to double annual funding in AI research, reaching more than €3 billion. In addition, the phased rollout of RAISE ensures that resources grow steadily. The pilot phase launched this year with €108 million in EU funds, while a second phase is expected by 2028. EU programs and private partners will fuel further growth.
Transforming Science via Collaboration
Because the EU is determined to lead in science innovation, RAISE targets four essential areas:
- Data
- Infrastructure
- Talent
- Research funding
Thus, the virtual institute pools resources and knowledge across EU borders. For instance, European scientists can access advanced computational tools and datasets. At the same time, startups benefit from dedicated support and easier entry into high-demand research projects.
Moreover, the “Choose Europe” campaign seeks to attract top international talent. This means that, in the coming years, European science will not only retain its best minds but also welcome fresh expertise.

Commissioner Zaharieva stated at the event, “We will give our researchers, startups and SMEs the tools to turn ideas into breakthroughs, driving competitiveness and moving faster from lab to market.”
With this new policy, Europe is equipping its innovators with the means to address widespread challenges. Above all, the focus on AI-driven scientific research points toward faster discovery in cancer treatments, environmental solutions, and earthquake prediction.
Meanwhile, the Copenhagen summit brought together more than 900 participants across science, industry, and policy. Panels and workshops highlighted how AI could dramatically shape research disciplines, while strategies for investment and policy reform took shape.

Undoubtedly, the EU’s commitment to AI-driven scientific research will impact both policy and practice.
